Martha Heberlein

Martha Heberlein is an expert in eligibility requirements and enrollment policies and processes for Medicaid and the Children’s Health Insurance Program (CHIP).

Since joining Mathematica in July 2024, Heberlein has worked on the Medicaid and CHIP Learning Collaboratives to Support the Development of High-Performing State Health Coverage Programs as a lead subject matter expert for the Center for Medicaid and CHIP Services. In this role, she provides policy technical assistance to help states verify eligibility and conduct renewals in compliance with federal requirements following the unwinding of the Medicaid continuous enrollment condition, which was enacted during the COVID-19 public health emergency.

Before Mathematica, Heberlein spent a decade at the Medicaid and CHIP Payment and Access Commission (MACPAC). While at MACPAC, she led the agency’s work on eligibility and enrollment policy, maternal health, and access to care. Heberlein also previously served as the research manager at the Georgetown University Center for Children and Families. She holds a master’s degree in public policy from the George Washington University.
