U.S. Department of Health and Human Services, Centers for Medicare & Medicaid Services
Timely, accurate, and secure data collection and analysis are critical to the operational success of health insurance marketplaces and the consumers they serve. Mathematica partnered with IDL Solutions (a CACI company) and other organizations to design, develop, and operate the Multidimensional Insurance Data Analytics System (MIDAS) within the Centers for Medicare & Medicaid Services. MIDAS is a comprehensive data warehouse that facilitates access to and enables analysis of data from a variety of sources and formats, including both the federally facilitated marketplace and state-based marketplaces.

The project involves delivery of three major components: data integration, the data warehouse, and multidimensional analytics. We work with project stakeholders to define and document analytic requirements, design program metrics, analyze data sources, profile data, provide direction to development teams, and support data testing across ongoing analytic initiatives. This work provides data and analytics support to the federal government for marketplace operations, oversight, and policy development.
