Breanna Arndt works at the intersection of Medicaid policy, data analytics, and quality management, with particular expertise in home and community-based services and long-term services and supports.
She helps state agencies translate policy and program goals into data systems, measures, analytics, and quality improvement frameworks that track performance and drive action.
Since joining Mathematica in 2017, Arndt’s broader work has included quality measure development and maintenance, program implementation, data quality, and evaluation for state and federal Medicaid and Medicare programs. Currently, she directs a project to develop and implement a quality assurance and performance improvement (QA/PI) system for the North Carolina Department of Health and Human Services’ Transitions to Community Living. For this project, she leads a team integrating disparate data and translating program needs into quality measures, dashboards, analytics, and QA/PI processes. Arndt also serves as the quality management technical lead supporting the development of a Medicaid quality management system for Iowa Health and Human Services. In this role, she uses beneficiary journey mapping to derive and prioritize quality and performance measures and helps implement processes that turn performance insights into quality improvements. Previously, Arndt led the development and testing of an out-of-home placement quality measure for the Centers for Medicare & Medicaid Services’ Integrated Care for Kids Model, using Medicaid and child welfare data.
Arndt holds an M.S. in applied economics from the University of Minnesota. She is also a LUMA Institute Certified Practitioner of Human-Centered Design.
