Britta Seifert is a senior researcher at Mathematica with expertise in Medicaid policy, home and community-based services, and quality improvement initiatives that improve health outcomes for people enrolled in Medicaid.
She leads complex technical assistance and evaluation efforts to help states and federal partners strengthen programs serving people with disabilities, behavioral health needs, and other populations with complex needs.
At Mathematica, Seifert serves as deputy project director for the Health and Opportunity in Many Environments project, for which she provides technical assistance to Iowa as it transforms its system of home and community-based services. She leads work on waiver redesign, implementation planning, provider engagement, and a mixed-methods needs assessment focused on gaps in access for people with behavioral health needs and intellectual and developmental disabilities. She has led quality improvement technical assistance for the Medicaid and CHIP Quality Measurement and Improvement Program, supporting states in improving maternal and behavioral health outcomes, and contributed to federal efforts to strengthen oversight of Medicaid demonstrations and managed care through external quality review protocols.
Before rejoining Mathematica, Seifert was a policy program manager at MassHealth, developing policy and payment strategies for a statewide care coordination program under the state’s 1115 waiver. Earlier in her career, she worked in global and community health, including service as a Peace Corps volunteer. Seifert holds an MPH in monitoring and evaluation from Boston University and a bachelor’s degree in anthropology and sociology from Kalamazoo College.
