Research Analyst

Emily Levin is experienced in qualitative research, technical assistance, and project management on research projects spanning a range of topics, including quality measurement for Medicaid and the Children’s Health Insurance Program (CHIP), Medicare-Medicaid integration programs, primary care payment models used by the Centers for Medicare and Medicaid Services, and food policy.

Since joining Mathematica in 2023, Levin has held a variety of research and project management roles for federal and foundation clients. Currently, she supports technical assistance for state Medicaid and CHIP agencies’ quality measure reporting for the Core Set program and implementation of the Transforming Maternal Health model. She also supports the Primary Care First (PCF) evaluation, conducting research on how private PCF payers offered a payment model similar to the one used by PCF. Finally, Levin serves as the project manager on two projects for foundation clients. In previous roles, Levin conducted qualitative research on the experience of enrollees in integrated care models for dually eligible individuals and on opportunities for investment in Food Is Medicine programs.

Before joining Mathematica, Levin conducted research on the effects of COVID-19 regulatory changes on methadone treatment and interned for the Office of Management and Budget. She holds a BS in Public Health from the George Washington University and is an MPH candidate at the Harvard T.H. Chan School of Public Health.
