Avery Dale specializes in eligibility and enrollment policies for Medicaid and the Children’s Health Insurance Program (CHIP), as well as the implementation and operation of these policies in state eligibility systems.

For the Medicaid and CHIP Learning Collaboratives to Support the Development of High-Performing State Health Coverage Programs, Dale provides an array of support to help the Centers for Medicare & Medicaid Services (CMS) strengthen its partnership with states and improve their eligibility and enrollment operations and systems. He provides subject matter expertise to support coordination between Medicaid and the marketplaces and the provision of Medicaid and CHIP technical assistance. Dale has helped CMS address state challenges, provide technical assistance that fosters policy and systems alignment, and monitor state progress during the unwinding period of the Medicaid continuous enrollment condition implemented during the COVID-19 public health emergency.

Before joining Mathematica, Dale directed Illinois’s bureau focused on Medicaid and CHIP eligibility and enrollment systems and policy. He holds a master’s degree from the Harris School of Public Policy at the University of Chicago.
