Cassandra Baxter

Cassandra Baxter specializes in quantitative analysis of survey and administrative data in the areas of early childhood and nutrition. She also has expertise in conducting systematic evidence reviews.

She has contributed to a range of early childhood projects, including leading analyses of parent and staff experiences in Early Head Start and Head Start programs, examining staff time use across early care and education settings, and leading systematic reviews for the Home Visiting Evidence of Effectiveness project. Her work for the U.S. Department of Agriculture includes analyzing district administrative and household survey data to understand families’ experiences with the school meals verification process and examining strategies to improve older adults’ access to the Supplemental Nutrition Assistance Program.

Baxter, who has worked at Mathematica for more than 10 years, holds master’s degrees in public policy and applied economics from the University of Michigan. Before joining Mathematica, she supported early childhood initiatives in Boston.
