Kevin Booker has expertise using value-added models to examine education issues such as charter schools, school accountability, and teacher incentives and retention.
Booker has held key roles in numerous education evaluations including the National Evaluation of Charter Management Organizations, the Evaluation of Knowledge Is Power Program (KIPP) Schools, and evaluations of the New Leaders for New Schools program. As part of the Teacher Incentive Fund (TIF) program, Booker is providing technical assistance to TIF evaluation grantees as they develop and implement performance-based teacher and principal compensation systems. He led the development of value-added measures of school and teacher performance using DC Public Schools data. He also developed and implemented value-added performance measures for Memphis Public Schools and a group of over 100 charter schools. He is currently leading the impact evaluation of the Bill & Melinda Gates Foundation’s district-charter collaboration grants, using quasi-experimental methods to evaluate impacts on student achievement. He is also working on the study design and impact analysis for an evaluation of the KIPP Investing in Innovation (i3) Grant. In addition, Booker is a senior researcher for the What Works Clearinghouse, reviewing the research evidence on the effectiveness of interventions for the U.S. Department of Education. He also serves as lead reviewer for small-scale descriptive study plans and reports produced by 10 Regional Educational Laboratories, sponsored by the U.S. Department of Education.
Booker holds a Ph.D. in economics from Texas A&M University. Prior to joining Mathematica in 2006, he held positions at the University of Washington, RAND Corporation, and Texas A&M University.
KIPP: Preparing Youth for College
Mathematica built on its initial study of KIPP middle schools with this five-year project, designed to address the question of whether KIPP can maintain its effectiveness as the network grows. The study included an impact analysis, an implementation analysis, and a correlational analysis.
