Ivonne Padilla

Ivonne Padilla has expertise designing and implementing performance and impact evaluations of interventions in a broad range of areas but especially in education.

Padilla is currently the project director and leads the implementation of a multi-country, mixed-methods evaluation of projects aiming to mobilize private investment in El Salvador and Guatemala with funding from the Millennium Challenge Corporation (MCC). She is also conducting an impact evaluation of the Integrated Systems of Full Time Inclusive Schools model and performance evaluations of the strengthening of the national education system and the improvement of the technical vocational education (TVET) system in El Salvador. Padilla also leads the quantitative analysis of a rigorous evaluation of building or rehabilitating school infrastructure in the Republic of Georgia. Previously, she conducted impact and performance evaluations of early reading programs under LAC Reads, a USAID-funded initiative to improve children’s literacy and access to education in Guatemala, Nicaragua, and Peru. In El Salvador, she led a performance evaluation of a workforce development project aiming to strengthen the link between professional training and labor market demand to improve employment outcomes for youth.

Before joining Mathematica, Padilla worked for seven years in the Mexican government, at the Secretariat of Social Development and the Secretariat of Finance and Public Credit. She holds an M.P.A in international development from Harvard University.
