Julia Embry’s work focuses on performance improvement, peer-to-peer learning, project operations, and quantitative data collection and analysis. She has extensive experience providing technical assistance to support stakeholders implementing innovative payment and delivery models.

Embry has supported technical assistance projects for the Centers for Medicare & Medicaid Services and is currently the deputy task lead of the Radiation Oncology Model Learning System. Her role includes assessing participant learning needs, designing curriculum, and developing high-quality webinars and written products to support collaborative learning among model participants. Embry also works on the evaluation of the Comprehensive Primary Care Plus Model, developing data cleaning specifications and analyzing quantitative data, as well as collecting qualitative data through payer and practice interviews. Her previous work includes conducting quantitative analyses of TRICARE beneficiaries’ use of health services and access to and satisfaction with care to produce issue briefs and annual report chapters for the Health Care Survey of Department of Defense Beneficiaries.

Before joining Mathematica, Embry worked on research projects including the implementation of state policies regulating cost-sharing on health insurance plans and the impact of primary care offices on the health of beneficiaries with chronic conditions. She received an M.P.P. from Georgetown University’s McCourt School of Public Policy in 2018.
