Principal Managing Consultant

Laura Kosar is a principal managing consultant with over 20 years of experience leading large-scale federal demonstration, evaluation, and technical assistance projects focused on work and employment support for individuals with disabilities. She has deep expertise in project communications and tracking methodologies, data collection, data management, security, and administrative data sources.

Kosar is currently the project director for Mathematica’s evaluation of the Disability Innovation Fund’s Pathways to Partnerships program for the Rehabilitation Services Administration, Disability Innovation Fund’s Program Evaluation for the Rehabilitation Services Administration, which develops systemic strategies to increase competitive employment of youth with disabilities. As the deputy project director for the Retaining Employment and Talent After Injury/Illness Network Evaluation for the Social Security Administration, she manages all project activities, including coordination and confidentiality between the technical assistance and evaluation teams. Kosar was also the initial project director of the Research Support Services for Employment of Young Adults on the Autism Spectrum project, sponsored by the Office of Disability Employment Policy in the Department of Labor. Kosar plays a pivotal role in driving the technical aspects for this study of employment and economic well-being of young adults with autism, aligning tasks with scope, resource allocation, and effective project management practices. She previously served as deputy project director and data team lead for the Social Security Administration's Promoting Opportunity Demonstration Project, focusing on data operations planning, analysis, and systems development while leading the team responsible for developing specifications of data collection and reporting systems.

Kosar is a certified Project Management Professional and holds a master’s of public administration from New York University.
